  1. Begin with a broad thing, too.  Make It Clear  Start with a broad idea, like “improve communication,” and then ask questions to make it more specific.  What will you do?  Who for?  Why?  The document does a solid job of saying, “Enhance openness and openness to enhance links in both work and particular references.”  This is a lot more specific than a general statement. 
  2. Define How to Measure Success (Quantifiable)  Choose a way to tell when you’ve reached your goal.  This makes an abstract idea into a real goal.  The document uses both quantitative and qualitative indicators.
